The category of senior case manager is designed to give special recognition to superior practice and/or to the assumption of additional or special responsibilities. The following is a statement of criteria and procedure for promotion to senior case manager.

A. Criteria

1. A case worker must have completed the basic three year in-service training sequence and have attained at least 3 years of Case Management experience in the present job.

2. The position is generally available only through promotion from within the staff. returning former staff members, hired at the upper range of the salary scale, may be considered for promotion at the end of one-year employment.

3. Demonstrated superior performance is required in all of the following areas:

• Superior level of competence and contribution in areas of assigned responsibilities
• Ability to formulate and communicate information and knowledge clearly and concisely, verbally and in writing
• Superior competence in administrative tasks (I.e., timely organization, ability to prioritize)
• Above average attendance and timeliness in meeting deadlines and timetables

4. Demonstrated superior performance is required in one or more of the following areas:

• Sound theoretical knowledge, understanding of a variety of treatment approaches and treatment principles and their appropriate application in cases served
• Superior practice interacting with community systems (i.e. school, legal and medical consultations)
• Superior competence in program implementation

5. The candidate must have demonstrated excellence in the performance of his/her professional role, including:

• Evidence of appropriate initiative and self-direction in major areas, including discriminating use of supervision and or consultation and objective self-evaluation
• Strong identification with the Agency’s mission as evidenced by adaptability in meeting the changing needs of the program
• Ability to undertake assignments of a diverse nature, such as specialized caseloads, program development, or implementation, reaching and special administrative projects

B. Procedure

1. Candidate’s Responsibility
• Workers who meet the above requirement should submit, in writing, a request for promotion to senior case manager to their Administrative Supervisor and Program Director by April 1st.

2. Supervisor’s Responsibility
• In cases where the applicant’s Administrative Supervisor is not the Program Director, the Supervisor must review the request for appropriateness and submit a narrative detailing his/her support or rejection of the request to the Program Director within five days.

3. Program Director’s Responsibility
• Reviews the appropriateness of the request by evaluating the strengths and weaknesses of the worker as they relate to the criteria – See “A”.
• If in agreement that a promotion is warranted, s/he submits the following completed forms to their director (Regional/Residential Service) within ten business days of receipt promotional request.
• Recommendation for Promotion to senior case manager form
• PAD
• Most recent evaluation
• If not in agreement, informs the employee, in writing, within the dame ten-day time period and states the reasons as to why s/he is not in agreement

4. Regional/Residential Service
• Reviews, and if in agreement, indicates approval by signing PAF
• Recommendation for Promotion to senior case manager form
• Forwards these materials along with a copy of the employee’s most recent evaluation to the Chief of Social Work within five business days
• If not in agreement, informs the Program Director in writing within five business days.

5. Chief of Social Work’s Responsibility
• Reviews and makes final disposition within five business days after reviewing all submitted materials.
• If in agreement, forwards approved PAF, evaluation and Promotion Form to the Human Resources Department.
• If not in agreement, informs the Program Director, in writing, of his or her decision within the same time period.

6. HR Responsibility
• Reviews recommendation, ensuring that all aspects of this policy have been followed.
• Assigns appropriate salary, based on scale and experience
• Increases vacation earnings to the following level: For employees hired before July 21, 1997; vacation will be increased to five weeks per year. For employees hired on or after July 21, 1997, and employed less than eight years, vacation will be increased to four weeks per year.

• In cases where the employee was hired after July 31, 1997 and has been steadily employed a with the agency for a period of eight years or more, the employee’s vacation earnings will be increased from four weeks per year to five weeks per year.
• Officially notifies employee of promotion in writing (via Notification of Major Change of Status Form) prior to July 1.

7. Timeliness
• All completed requests for promotion must be processed and finalized by May 1, each year to permit the necessary budget planning. It is the Program Director’s responsibility to plan appropriately for any impact on their budget due to any recommended promotion.

8. Effective Date
• All promotions to senior case manager will take effect on the first day of July, following the approvals and pending budget approval by the Agency Board of Trustees.

9. Appeal
• If the applicant is turned down, s/he is entitled to review as set forth in the Collective Bargaining Agreement and ay reapply for consideration for senior case manager status no sooner than one year after the original application.
